I'm pretty sure you've been talking about that, but after looking in the forum I haven't found the post.
My question is how you can get rolls of 2€ CC and UNC loose sets in the central bank of your country?.
Talking about my country, Spain, you can get rolls at their facial value (they only have the roll of the current year), and also offer bag and rolls of normal circulation coins, every single coins is issued every year so you can get the sets at their facial value. For example 1 and 2 cents coins come in bags of 200 coins, 5, 10, 20 and 50 cents come in bags of 100 coins, and 1 and 2€ coins comes in rolls of 25 coins. The restriction is 100 coins per person/day.
I'd like to know how central bank works in your country!! Thanks in advance!!

For Netherlands it is a simple answer, you cannot get UNC loose sets from the bank.
Once a year the mint is issuing a so called "muntrolpakket", a set with from each value one roll.
It is sold only 1 day a year at the mint in Utrecht for a price of about 30 euro above nominal value.
Rolls of CC coins are also only available at the Mint for 75 euro.
Coindealers have the possibility to buy a limited number of UNC CC coins for nominal value, but for normal coins they also need to buy the "muntrolpakket".

Irish central bank have no marketing skills. You can go to the Central bank in Dame St and ask but they don't like giving out UNC coins and there is no telling what they have. Twice a year at coin fairs they sell UNC sets at €8 a set, and limit the amount of sets you can get. Unless you are German, as there is a German dealer who they fall over to give UNC bags 1ct -€2 to, but won't sell them to Irish Dealers or collectors........
The €2cc is much the same on the day of issue they are available in Dame St for a few days, only 1 or 2 bags per person. After that it is the luck of the draw what you get.
So Irish bags are not the easiest to get. I used to get some at Aldi
until the manager changed now it is the luck of the draw.

In Italy it is pretty easy to get 2€ Commemorative rolls.
You can get them after the first day of issue, for several weeks. You go there, fullfill a form with your data and then they give you rolls.
It is pretty impossible to get other UNC coins: if you ask for them, they probably give you rolls of circulated. If you keep asking, and are lucky to find a kind person, he can try to look for some UNC rolls, but NO DATA SEARCH. You cannot ask for a specific year. But this situation is pretty uncommon, because normally they told you "We have only circulated coins".
In Italy there is no overprice on coins. If you are lucky to get UNC coins, you always pay the facial for them, no matter how many coins you get.
